Philippines

A country with 7,641 islands, the Philippines faced the challenge of registering residents in diverse environments, many with low access to connectivity. To address these challenges, the PhilSys ID system enabled offline, door-to-door pre-registration processes for residents. Registration officers of the PSA used offline tablet applications to collect initial demographic data and allot a scheduled time and place for biometric registration, making it much easier for residents in remote islands to be registered efficiently.
