For the implementation of
fundamental technology, pilot
explorations are a crucial first step. A MOSIP pilot allows country adopters the time and space to test
and explore the platform’s capabilities in the field, offering the ability to learn from and modify
elements of the system before national-level implementation.
Designed based on learnings from MOSIP’s on-ground implementations, MOSIP’s Rapid Deployment Model was
first carried out in Togo in 2018. This pilot is a streamlined one, designed to set up the crucial
elements of a basic digital identity system, saving valuable time and resources in the testing of
technology.

An identity platform implemented using RDM serves the same basic functions as a complete MOSIP system. Its
scope includes:
Online Pre-Registration
Offline/Online Registration
Unique ID Issuance, in E-Mail or Print
Demonstration of Authentication using Fingerprint and OTP
De-Duplication using Fingerprint and Iris
Minimal Customisation of Pre-Registration and Registration UI
English Language Support
With RDM, MOSIP will provide:
A minimum of 5 Registration Kits
Pre-compliant biometric components, chosen from the ecosystem of MOSIP Commercial Partners
Capacity-building training and seminars, in English
Togo
The first successful implementation of MOSIP’s Rapid Deployment Model was in Togo, in February 2022.
Togo successfully used RDM to pilot a national digital identity system.
This model specifically included:
- online training and capacity building
- an AWS sandbox
- customised deployment
